8. RATIFICATION OF REASSIGNMENT OF STUDENTS TO SCHOOLS
Description

Reassignment of students to schools within the county have been approved by the administration or recommended by the Student Assignment Appeal Board in accordance with policies with the School Board.  They are presented for formal ratification.

AGREEMENTS/CONTRACTS

9. APPROVAL TO PURCHASE AND INSTALL PROMETHEAN ACTIVPANELS AND BALANCE BOX MOBILE STANDS IN CLASSROOMS ACROSS THE DISTRICT
Description

This agreement provides that Promethean will supply the 70" ActivPanel Touch for this refresh project.  ActivPanel Balance Box Mobile Stands will be provide by BoxLight.  Installation of new hardware and the removal of old hardware will be provided by Automated Systems Consulting, ASC Inc.

 



Recommendation

That the ActivPanel classroom purchase and installation be approved as presented.  Budgeted Capital Funds from the Information Technology Department's budget will be used for purchase.

10. APPROVAL OF AFFILIATION AGREEMENT BETWEEN SUNNYSIDE HEALTH CENTER AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

The School Board offers to enrolled students a Health Science program and Sunnyside Health Center manages a health care facility. The School Board desires to provide to its students a clinical learning experience through the application of knowledge and clinical skills in actual patient-centered situations in a health care facility and Sunnyside Health Center has agreed to make its facility available to School Board for such purposes.



Recommendation
That the Affiliation Agreement between Sunnyside Health Center and The School Board of Sarasota County, Florida be approved as presented.

GRANTS

11. APPROVAL OF THE LOWE'S LABYRINTH GRANT PROPOSAL TO THE LOWE'S FOUNDATION FOR TUTTLE ELEMENTARY SCHOOL
Description
COMPETITIVE: Grant funds of $4,500 will create labyrinth-like walking paths to be used by students during visual art and English Language Arts curricular activities.

Recommendation
That the Lowe's Labyrinth be approved.

12. APPROVAL OF THE LET'S GO SCIENCE GRANT PROPOSAL TO THE COMMUNITY FOUNDATION OF SARASOTA COUNTY FOR GARDEN ELEMENTARY SCHOOL
Description
COMPETITIVE: Grant funds of $2,641 will allow fourth and fifth grade Garden Elementary students to improve their scientific understanding through engaging, hands-on science demonstrations and activities with a teaching artist.

Recommendation
That the Let's Go Science grant proposal be approved.

FIELD TRIPS

13. APPROVAL OF THE NORTH PORT HIGH SCHOOL'S THESPIAN MEMBERS FIELD TRIP TO BROADWAY IN NEW YORK CITY, NEW YORK ON MARCH 9, 2015 THROUGH MARCH 13, 2015.
Description
Students will have the opportunity to see four Broadway shows, explore many famous New York land sites including tours of NBC Studio, Met Museum, Radio City Music Hall and the Statue of Liberty.

Recommendation
That the North Port High School's Thespian Members field trip to Broadway in New York City, New York on March 9, 2015 through March 13, 2015 be approved as presented.

EXPULSIONS

14. APPROVAL OF EXPULSION CASE NO. 15-112
Description
The student listed in Expulsion Case No. 15-112, refused to sign an accepted settlement agreement for Alternative School Placement. On October 21, 2014 the student violated School Board Policy 5.32 Marijuana Use. It is the recommendation of the Superintendent that the student be expelled from Sarasota County Schools until January 19, 2016.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student /parent, the recommendation as specified in Expulsion Case No. 15-112, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until January 19, 2016.

15. APPROVAL OF EXPULSION CASE NO. 14-335
Description
The student listed in Expulsion Case No. 14-335, is in violation of an accepted settlement agreement for Alternative School Placement. On April 3, 2014 the student violated School Board Policy 5.32 Severe Insubordination, Repetitive Confrontations. It is the recommendation of the Superintendent that the student be expelled from Sarasota County Schools until June 2, 2015.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 14-335, to expel the student referenced therein from Sarasota County Schools, be approved effective immediately until June 2, 2015.

Description

Description
The student listed in Expulsion Case No. 15-034, refused to sign an accepted settlement agreement for Alternative School Placement. On February 14, 2014 the student violated School Board Policy 5.32 Repetitive Disobedience, Insubordination, Open Defiance. It is the recommendation of the Superintendent that the student be expelled from Sarasota County Schools until February 20, 2015. 

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 15-034, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until February 20, 2015.

18. APPROVAL OF EXPULSION CASE NO. 15-110
Description
The student listed in Expulsion Case No. 15-110, refused to sign an accepted settlement agreement for Alternative School Placement. On January 30, 2014 the student violated School Board Policy 5.32 Harassment. It is the recommendation of the Superintendent that the student be expelled from Sarasota County Schools until January 1, 2015.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 15-110, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until January 1, 2015.

19. APPROVAL OF EXPULSION CASE NO. 15-054
Description
The student listed in Expulsion Case No. 15-054, refused to sign an accepted settlement agreement for Alternative School Placement. On September 29, 2014 the student violated School Board Policy 5.32 Fighting, Severe Disruption on Campus. It is the recommendation of the Superintendent and the Sarasota County School Board Hearing Officer that the student be expelled from Sarasota County Schools until June 2, 2015.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statues and School Board Policy 5.34, the holding of a hearing having taken place and requested by the student/parent, the recommendation as specified in Expulsion Case No. 15-054, to expel the student referenced therein from the Sarasota County Schools, be approved effective immediately until June 2, 2015.

20. APPROVAL OF STUDENT EXPULSION ABEYANCE CASE NO. 15-057
Description

School Board Policy 5.34(4) permits the Board to hold in abeyance the expulsion of a student if the student participates in a recognized alternative-to-expulsion program. This student is being placed in dual-enrollment at FLVS and SCF.



Recommendation

That Expulsion Abeyance Case No. 15-057 be held in abeyance per School Board Policy 5.34(4).

MATERIALS MANAGEMENT

21. APPROVAL OF CLASSIFICATION OF INOPERATIVE EQUIPMENT AND FURNITURE AS PROPERTY TO BE DELETED
Description
The custodians of the property (cost center heads) have certified it to be traded in on new equipment, unaccounted for, not repairable or otherwise inoperable.  Property still on hand after reallocation will be salvaged for any useful parts and then sold at auction.

Recommendation
That the classification of equipment and furniture, as property to be deleted, be approved.

FACILITIES

22. ACCEPTANCE OF FACILITIES SERVICES' PROJECT COMPLETION FOR THE TATUM RIDGE HVAC TEST AND BALANCE PROJECT
Description
All work has been completed and all required close-out documents have been received from the contractor.  The final project costs have been internally audited and are enclosed herein in change order #1.  The Director of Facilities Services has determined that the project is complete in accordance with state statutes.

Recommendation
That the project be accepted as complete and the certificate of substantial completion be approved as presented.

23. APPROVAL AND/OR RATIFICATION OF FACILITIES SERVICES' CHANGE ORDER
Description

The Facilities Services' change order is summarized on the enclosure for ease of review.  This change order is a decrease of $25,320.81 in gross contract dollars.



Recommendation
That the Facilities Services' change order be approved and/or ratified as presented.

CONSTRUCTION

24. ACCEPTANCE OF CONSTRUCTION SERVICES' PROJECT COMPLETION AND APPROVAL OF FINAL PAYMENT TO CONTRACTOR FOR THE OAK PARK SCHOOL THERMAL ENERGY STORAGE PROJECT
Description
All work has been completed and all required close-out documents have been received from the contractor.  The final project costs have been internally audited and are enclosed herein in final application and certification for payment #5 for approval.  The Director of Construction Services has determined that the project is complete in accordance with state statues.

Recommendation

That the project be accepted as complete and the final payment to contractor be approved as presented.

25. APPROVAL OF THE DELETION FOR DEMOLITION OF PORTABLES 99-287, 99-299, 99-306, 99-394 AND 99-414 AT VENICE HIGH SCHOOL
Description
The Long Range Planning office has determined that these relocatable classrooms are no longer needed by the District.  The specified portables recommended for deletion have been inspected by Construction Services and Facilities Services staff and are deemed to be no longer economical to maintain or renovate.  These portables are currently being utilized for various purposes as cited on the enclosure.  Funds for demolition are available in the capital projects account.

Recommendation
That the deletion of portables 99-287, 99-299, 99-306, 99-394 and 99-414 at Venice High School from the F.I.S.H. inventory for demolition be approved as presented.

27. APPROVAL AND/OR RATIFICATION OF CONSTRUCTION SERVICES' CHANGE ORDER(S)
Description

The Construction Services' Change Order(s) are summarized on the enclosure for ease of review.  These change orders collectively total a decrease of ($93,874.64) in gross contract dollars.

Included in these change orders are ($491,662.33) credit for Direct Material Purchases; the corresponding Direct Material Purchase Orders of ($463,690.88) result a net of $27,971.45 in sales tax savings.

New Business
31. APPROVAL OF THE NEW JOB DESCRIPTION FOR PROGRAM MANAGER, ARTS INTEGRATION
Description
The new job description for Program Manager, Arts Integration is being presented for School Board approval. The position, funded by the Project Elevate grant, will support and enhance arts integration in the classroom.

Recommendation
That the School Board of Sarasota County approve the new job description for Program Manager, Arts Integration.

32. APPROVAL OF 2014-2015 CLASSIFIED AND INSTRUCTIONAL BARGAINING AGREEMENTS
Description
On Friday, November 14, 2014, the bargaining teams for the School Board of Sarasota County and Sarasota Classified Teacher's Association reached tentative agreement on the collective bargaining agreements for both the Instructional and Classified Bargaining Units.  Ratification packages for each tentative agreement are attached here. The tentative agreements include several key language changes and a salary settlement represented by a 2.5% "Performance Supplement" that will be paid to Classified staff who receive other than an unsatisfactory evaluation, instructional staff who receive a Highly Effective or Effective overall TES evaluation score, or a Highly Effective or Effective rating on either portion of the TES in the 2013-14, and all first year teachers for the 2014-15 school year.  The supplement will be paid in two installments, one in December of 2014 and one in June of 2015. Should the base student allocation exceed $4,164, half of the supplement or 1.25%, will be added to the salary schedule effective July 1, 2015. The SC/TA membership is voting on ratification December 8 and 9, 2014.

Recommendation
That the Board approve the changes to both the Classified and Instructional Collective Bargaining Agreements between the School Board of Sarasota County and the Sarasota Classified Teacher's Association as presented.

33. APPROVAL OF ADMINISTRATOR PERFORMANCE SUPPLEMENT
Description
On Friday, November 14, 2014, the bargaining teams for the School Board of Sarasota County and the Sarasota Classified Teacher's Association reached tentative agreement on the collective bargaining agreements for both the Instructional and Classified Bargaining units. The tentative agreements include a 2.5% "Performance Supplement."  Historically administrators receive the same salary increases or bonuses that the bargaining unit membership receives.  Any administrator receiving the performance supplement will be paid one half of the supplement on his or her December 31, 2014 paycheck and the remainder of his or her June 15, 2015 paycheck.  To qualify for the December performance supplement payment, the administrator must be in a paid status during the pay period November 29 - December 11, 2014.  To qualify for the June performance supplement payment, the administrator must be in a paid status during the pay period of May 17 - June 1, 2015.  In the event the base student allocation equals or exceeds $4,164 for the 2015-16 school year, 1.25% will be added to the salary schedules effective July 1, 2015.

Recommendation
That the Board approve a performance supplement equal to the annualized value of 2.5% of the daily rate of pay for all administrators who receive an evaluation of other than Unsatisfactory rating in the  2013-14 school year and that 1.25% be added to administrative salary schedules effective July 1, 2015 in the event that base student allocation equals or exceeds $4,164 for the 2015-16 school year.
